Cebu's biggest convention owes P12M in unpaid taxes
CEBU CITY -- The Cebu International Convention Center (CICC) owes the Mandaue City Government some P12 million in business taxes since it operated in 2006.
The Mandaue City Treasurer's Office will send a demand letter to the CICC managers to settle their due, acting City Treasurer Regal Oliva said Thursday.

The CICC is owned and run by the Cebu Provincial Government. It was built in 2006 to be used as venue of the 12th Asean Summit that Cebu hosted.
In a press conference Thursday, Oliva said the CICC has not secured a business permit since it began operating in 2006.
He said CICC earns about P130,000 a day just for the use of its plenary hall.
The earnings of the plenary hall could reach P2 million a month or P12 million a year, Oliva said.
Other than business taxes, CICC also owes more than 72 percent worth of interest for tax delinquency.
The Local Government Code of the Philippines states that a business establishment can be made to pay two percent interest per month if it fails to pay its taxes on time, but can only be charged a maximum 72 percent interest for continued delinquency.
But the CICC has surpassed more than 72 percent after failing to pay business taxes for six years, Oliva said.
He said that with what CICC is earning every year, he wanted to know if it has been paying business taxes to the Mandaue City Government.
He said that in a visit to the CICC last January, his team asked for copies of its business permits. None could be presented to them, Oliva said.
After that visit, the CICC managers supposedly inquired about the requirements of securing a business permit.
But to date, CICC has not secured one.
Oliva said they couldn't get a full account of CICC's finances because they have been refused perusal of its books.
He said he will send CICC a demand letter and give the managers 10-15 days to comply.
Oliva, who assumed office early this month, replaced Cipriano Jamora as acting Mandaue City treasurer.
