Guv to prioritize flood protection to attract investors

CITY OF SAN FERNANDO -- Governor Lilia Pineda said her administration will prioritize the protection of properties and lives through a sound flood control system to continuously attract small and big-time investors.

The Provincial Information Office (PIO) quoted the governor as saying, "I will spend our budget in infrastructure more on the prevention of floods. How can you ask for more investors to come or stay when there is frequent flooding?"

In a Sunday meeting at the Mimosa Estate in Clark Freeport with municipal engineers, Pineda heard the report of Engr. Hilton Hernando, senior weather specialist of Pampanga River Flood Forecasting and Warning Center, about the causes of flooding in the province.

During the forum, she described as "very encouraging" the renewed interest of Manuel V. Pangilinan, a native of Apalit town and top executive of Smart Communications Inc., to invest at the Diosdado Macapagal International Airport.

She also found encouraging the Kapampangan businessman's "re-interest" to either invest or operate the airport, which she said will "bring more positive signs to the economy of the province."

Pineda said the P70-million disaster relief fund will be used primarily to purchase equipment such as backhoe loaders to clean up clogged creeks and rivers connected to the Pampanga Bay.

Third district Board Member Monina Laus said the governor had instructed the Provincial Engineering Office to clean up clogged water channels "round the clock and all year long" with the equipment to be purchased. The flooding was largely blamed on clogged waterways.

Meanwhile, Pampanga Chamber of Commerce and Industry Inc. (PamCham) president Jim Jimenez said the local business group fully supports the governor's plan to attract more investors like Pangilinan.

He said Pangilinan's reputation in the business industry and heart as a native of Pampanga are indeed advantages, the PIO report stated.

Jimenez added that such investments will generate more employment and boost the development of the province.

Jimenez added that Pangilinan and other local and international business groups "are most welcome to invest at DMIA.

Often, the chemical, physical, and biological contaminants present in water cannot be seen by the naked eye.

The Regional Standards and Testing Laboratory established by the Department of Science and Technology (DOST-RSTL) in Region 3 offers fast and reliable water quality analysis using international laboratory standards and state-of-the-art testing equipment.

 

After passing a series of assessments to determine the competence of its laboratory staff and its compliance to international laboratory procedures, the DOST-RSTL located in San Fernando, Pampanga was granted the PNS ISO/IEC 17025:2005 accreditation by the Philippine Accreditation Office in March 2009. This means that all analyses conducted by the RSTL are recognized and accepted around the world.

 

This is good news especially for micro, small and medium scale enterprises (MSMEs) engaged in water and food processing enterprises in the region and nearby provinces that need to comply with the requirements of the international market.

 

To maintain this accredited status, the DOST-RSTL laboratory staff undergo regular international proficiency examinations to improve their technical capabilities. DOST also maintains the acquisition of new equipment and upgrading of existing ones to ensure reliable testing results.

 

This assures the public who avails the services of the laboratory of quality results all the time. The range of services offered by the laboratory includes physical, chemical, and microbiological analysis of food, feeds, water, and wastewater and plants. It can also issue formula of conversion certificate for importers and exporters. Meanwhile, the staff complement is composed of licenses chemists and accredited microbiologists.
